I've seen where banks will do the value thing where you have a loan larger than you need because there's things that cone up and the project gets stuck b/c you're out of money, but 4x is a lot of liability. I think in this case the appraisal is to make sure they have enough security should you default. I hope this gets resolved quickly for you and your project is taken care of.
