It's a city state. At such scales it's easy to pass laws and legislation, and have total control over the space.
Plus and drip of income to the "country" is like overwhelmingly positive in any regard.
So by default, Singapore would be "good" like Monaco would be "good" or Hainan etc.
I'm thinking of starting a farmer's market duty free gambling cruise boat. We could probably turn it into a moving city state and it would be good.. You in?
