There is no presidential system in Poland likewise in most of other European countries. It does not matter what President says. It is Parliament to decide. The only real power he has is the right to veto which sometimes is hard to be rejected by parliament. President can come up with proposal of the regulation but still it is up to the parliamentary majority what happens next.
Anyway, the good advice for whatever the politician says is to check what his party has done in that matter when it was at power. The most common answer is nothing or something opposite.
This Bloomberg piece is crap just looking at the headline. I wouldn’t pay a dime to read the rest.
