Proacrive aggressors in the past were famous for naming themselves "peace keepers". In some cases the actual initiator of multiple actual conflicts.
Great little example is our "World Police".

Proactive action is not proactive aggression.
The ones one side claim to be all terrorists may disagree with that viewpoint and not welcome the proactive action with open arms. Especially from the other side of the world coming over claiming to come fix/prevent stuff because of what they claim to be a, you know, "threat to national security"
In this case, because one side takes action to (what they claim) prevent something they don't want to happen, actually initiates conflict instead of avoiding it in most cases (where foreighners come in to "fix" your country and change its leadership)
It is "In the eye of the beholder" of whether action is perceived as aggression or not, I recon...
So if I take the initial statement and take it as the standard excuse of the world police (fuck yeah) to justify initiating conflict somewhere else....
One can try and justify a lot in the name of security...
I just imagined some Army General saying "Security starts with keeping the peace, being prepared, and taking preventive action..." to his soldiers before taking of to yet another country...
