Just start.

Put it out there on meet up/Nostr/other social media etc

Make it the same day/time each month… for example: 6pm, first Thursday of each month.

Keep it consistent… it doesn’t matter if there are only 2 or 3 of you that show up for the first few months… just keep doing it regardless of numbers, it will grow organically.

Never/ever cancel a meetup, decentralise as quickly as you can so that if you can’t be there, someone else can run it.

Most importantly, just start.
