It would take 30 people pedaling at full speed to run one modern miner. So yeah, scale.

But you could also start with a smaller miner. As your memberships grow then you can get bigger and better miners. Membership is free if you cycle so many hours per week. That would give people an incentive to always be there and working hard.
You also don’t have to fully rely on the power generated by cyclists to mine. Their contribution could just be complimentary to whatever the main source is.
You would need a reserve battery but I don’t see why it wouldn’t work 🤷🏻♂️
