It would be interesting if I could choose the number for each user

i meant if you want to keep tabs on every npub and select whats the max number of hashtags you allow from them, at this point you need an internal data base to keep track.
but something like your screenshot, its a config file.
Any idea of moderation without a central algorithm is welcome

Yeah, but you should be able to also choose which hashtags not to include in the filter so it just ignores certain ones that you may actually be interested in
