There seems to be a misunderstanding—doesn’t content in community relays also exist in other relays?
Here’s how I envision the scenario: I post something about my cat to my write relays. Later, I either republish this post to a cat-topic relay, or the operator of the cat-topic relay notices my post, likes it, and adds it to their relay.
Community relays are just a way to provide users with a place to discover content and people they might find interesting.
If one day a high-quality community relay shuts down, it would indeed be unfortunate. However, the interesting people you discovered through that relay would already be in your contact list, so you can continue to follow their activities. Meanwhile, you can explore and find other engaging community relays to join.
There could be a possibility that in the future we would have the option to migrate content to a similar community relay. It would be useful if a community relay became hostile or pretended to shut down activities, but I don't think that's useful now.
That’s not a very difficult feature to implement. I’m sure someone will make it happen, haha
