In the footage, recorded in broad daylight, the driver is heard stating he was pulled over for not having his headlights on, despite clear weather and other vehicles also lacking headlights. The video, which quickly went viral, triggered a wave of online outrage and prompted an official response from the department. Authorities say the incident is now under active review.
