There’s a tribal instinct in humans that should not be ignored, but there’s also a sense that killing others who are not the same as your tribe is wrong. Indeed there are several stories in the Old Testament where God calls on prophets to doomed cities to warn them. They read like “God’s a jerk for destroying them” but I’m realizing that they did it to themselves.

Can I do business with people who don't share my beliefs? Yeah. Does their belief system enter into that decision? Also yes. I left a job over that, even though I'm sure they thought they were acting for mutual benefit.
I'm not sure what association has to do with it (is this about "bloodlines"?). If that association is lawful (moral), then it should be legal.

& I think this is along the lines of what you're saying.
Amos 3:3, 6-7 (ESV)
“Do two walk together,
unless they have agreed to meet?
...
Is a trumpet blown in a city,
and the people are not afraid?
Does disaster come to a city,
unless the Lord has done it?
“For the Lord God does nothing
without revealing his secret
to his servants the prophets...."
