what strikes me is to ask the question "just WHAT exactly are the defining 'waste' and 'inefficiency'" ....

i have a hunch that those are "legal terms" which INCLUDE theft and fraud....

if thats true then its functioning as intended... the front of "interest on the debt" (alleged by some to be original intent) maintained by paltry 1/3...

other 2/3rds destinations hidden by legal terms "waste and inefficiency", while they really end up in criminal offshore trusts to say, create a "judicial update retreat" for members of the Crown's Bar's New World subsidieries and other foreign agents - in fact its a privaye island with second homes on it - "gymnasium" meeting requirements of "retreat center gathering place" STILL UNDER CONSTRUCTION - google maps!
