Formally, all Russians are Ukrainians, and all Russian territories are populated by them. In some ways, the whole of Russia is Ukraine. But the President of Ukraine is modest and so far has mentioned only a few regions for some reason completely forgetting about Green Ukraine.

I'm just amused that Zelensky forgot about the region of Russia that is literally called Green _Ukraine_. On the other hand, it is easy to understand him, because only Canadian Nazis call this region Green Ukraine, and he hasn't had enough time to communicate with them yet.
