If follow- and mute-list backup tools like Citrine and metadata.nostr.com exist, do any clients plan to integrate them so our lists are safe with them? Does it even work this way?

It doesn't work like that. The lists are shared as events on Nostr, just like a regular note, and that's where the client pulls it from.
The only real concern is the being overwritten by misbehaving clients, thus the need for backups that you can then publish (again) to fix any problems those misbehaving clients caused.
