ppl say 1 dont reuse adresses but also 2 consolidate utxos

how can i do the one without the other?

Send multiple utxos to a new address within the same wallet.

Also sending to the same address multiple times does not combine utxos.

I see. But am i right that for example in electrum i should choose «spend from»?

I don't know about electrum, but that sounds right if it lets you select utxos to spend.
