From what I gather, publishing to certain relays will propagate the event to multiple relays that I never published to myself. I'm not crazy and my stuff's not bugged, right?

True. Filter.Nostr.wine does this with the broadcast feature. In addition, some relays aggregate from others so there’s no real telling where your event will end up if you send it to a publicly accessible relay.

If you are on iris a good idea is going into the settings and set the relays public. This will push them to other clients also
