If you accidentally sent bitcoin to the wrong address, could you send another amount with a message attached to that address? And hopefully it gets read by the wallet owner in hopes of a return.

yes but the owner seeing the message on-chain is probably less likely than adding a comment to a LN transaction.
You could use the OP_RETURN Bot, but I’m not sure how likely it is that they’d see the message. Also, anyone would be able to see the message. https://opreturnbot.com

Depending on how heavily used the wallet or address is, they may be more likely to investigate any unexpected transactions and might find the message.
