You sound like a deranged conspiracy theorist. Government invented roads and no private actor has ever made one.
My sister lost all knowledge about building roads when she quit her job as an engineer for the state department of transportation. I’ve also seen my brother in law who works construction forget his knowledge of road building until his company has a government contract again. It really is scary how it happens.
