The public ledger isn’t about surveillance, it’s about auditability and fraud. Which is 1000x the problem of surveillance. That’s what the public ledger is for. Is to hold them to account and stop a $300 trillion fraud.
The fact that it is permissionless and open access is why privacy and surveillance will be solved, while it will be difficult for governments and massive holders to get privacy from the people. As it should be.

the development is quite the opposite. chain analysis is powerful, AML tools check our coins already and lightning is mostly used with custodial wallets, which gives zero privacy.
