If yes, please point to examples.
If no, what would it look like for one to do so? How could stateless living scale?

I lived in an African village. Pretty unbothered from anyone else anywhere. Wasn’t even that far from the country’s capital but there as no motorized transportation or electricity. The village chief would send henchmen if you were causing a big problem though.
