Too early to be pessimistic. Everyone assumes mandatory spending can’t shrink by stopping dead people from getting SS benefits, for example. Waste and theft can be removed without needing to cut the goods and services entitlement programs provide. How much remains to be seen, but I wouldn’t be surprised if it’s more than everyone thinks.
