Right. Clearnet relays should have a strong moderation policy. Filtering on keywords, using ai etc. Legally ad well as ethically.

Free speech is unlocked with freedom of movement, being able to choose to use other relays.

Who is going to set an example? Would love to see a relay policy clearly stated and not in legalese

It's an area I assumed people are working on and sharing tools for. Is there a list somewhere of tools for moderation?

There's also a duty of care by clients. If your client connects out-of-the-box to relays without any moderation you are responsible to what users are exposed to, ethically and legally. Clients that expose users to gross content out-of-the-box should be rare.
