This is part of the deal for politicians (mainly on the left). You write a book (clearly not written by themselves), and the next bill that passes funnels money into an NGO that buys thousands of copies of the book. Many such cases.
The book deals are one way they launder payouts. A cookbook must have been deemed a worse cover. No one reads the books regardless.
Sounds like a recipe for disaster
