I believe the relay .nostr .band is down. In days of yore, when it would experience temporary downtime, I would have similar problems that were solved by disconnecting from it. For reasons I don't understand, my connection to it was faster than all other relays despite its down status, and that caused all sorts of problems for me. Maybe try removing it & see if things improve?
