yes, except in the case of some clients' DMs, but that npub 1 is communicating with npub 2 (at least the initial contact) is public

In essence - #Satoshi's core design is
- all communications must be open and immutable but sender may choose to hide their identity
- no KYC - no central authority to validate identity .
How skillfully ( or not ) you hide your ID is upto you .. s/he did prove that design is good enough to hide yourself ..
Which seems quite the opposite of popular anarchists - they show who they are but want their communications private !
