Ahhhhhh, feels. I can relate to wanting to eviscerate regularly unsecured dogs. There are definitely ramifications to putting violence out into the world, particularly when it comes to neighbors. You could try to speak to them in person. Mention the monetary and emotional damage. Articulate the pain in your heart. If it has to be written, try to strip the violence out of it.
