That's sucks, but your letter is a bit much. Nothing productive will come from it. You might want to reframe it as, shit happens, y'all own me money for property damage, try and do better in the future. That's has worked for me with my neighbor's godamn husky.
It's an attempt at being reasonable, but I would have at least asked for a replacement goose.
Ahhhhhh, feels. I can relate to wanting to eviscerate regularly unsecured dogs. There are definitely ramifications to putting violence out into the world, particularly when it comes to neighbors. I say this having just yesterday stomped around my neighborhood trying to find the owner of a dog. I was going to be similarly furious as your letter, but luckily my partner managed to get me off my fury wagon. Lucky for them. Lucky for us. Lucky for the harmony in our street . . .
You could try to speak to them in person. Mention the monetary and emotional damage. Articulate the pain in your heart. If it has to be written, try to strip the violence out of it.

As cathartic as shooting is, you're opening yourself up to a lawsuit even if they are on your property when you shoot. If they aren't on your property when you shoot, you'll lose that lawsuit, especially if they have a letter from you with written intent.
If you know which neighbor it is, they may need a face to face meeting. Bring up the goose and maybe the chickens. Definitely make up a story about coyotes or foxes and say something like "with all these predators around, I'm going to need to put out traps to protect my livestock, I'd hate for your dog to get its leg broken."
