You don't need a static IP for lighting node.
A static LN address is different from a static IP address.

Don't think you can control USB power via raspberry (only older raspberries could), you'll need a power relay.
I wish I could download the ability to code directly into my brain instead of having to take courses. Neo could do it no problem. 😕
