It really doesn’t matter what part of the world you’re in. All fish is frozen to -60 for transport. Except some in Japan that allow unfrozen
I guess you do the best you can then unless you're catching it yourself.

Probably the safest option.
I know almost nothing about fish, but I see how calling it fresh is odd now.
