Can it be true that the US government is simultaneously super smart, sinister and cunning; and at the same time completely incompetent?

I don’t think most people who work in government care that much. They care about themselves. Most of these conspiratorial theories - if true - are likely rogue actors rather than some well planned top down master long game plot to control the masses. The plot really last multiple generations? I doubt it.
