How long until the police all drive Teslas?

Probably a while, I imagine the contracts in place are strong, and government hates change. Why negotiate new contracts with tesla when you just renew contracts with GM?
This is true, the concept makes sense to me, the cars spend much of their time sitting idling to be prepared, and keeping the occupant warm or cool. Teslas, no idling, instant ready speed, etc. The cost savings on fuel would be substantial for municipalities.
