Agree with the metric. In my talks with people who mostly care about NGU they do want nation states to start accumulating strategic reserves. My opinion is not that a rich nation is one that has a bitcoin reserve but one which its people have bitcoin reserves which as you pointed out is not easy to figure out. Anyways your observation that Bulgaria is high on the leaderboard might be skewed as you are on a mission here and meet only bitcoiners.
