What's the lowest network fee possible for a Bitcoin transaction if network conditions apply?
(is it the same as the liquid chain which is 0.1 sat/byte) ?

These can go lower than 1sat/Vb. Looks like that is the case right now. 👇
you could pay zero fee by either:
A. would need to mine and organize the block header yourself
B. pay someone out of network which is controversial
