Possibly 2 ways
1. Amethyst has a spam detection logic -- if some account posts the same content multiple times, it's blocked as spam by Amethyst itself, which is probably what's happening with Optimism,etc. you can check & change this probably under Security Filters on Amethyst
2. If 5 or more of the people you follow have reported Optimism,etc as spam, it blocks their posts for you (but it should show "This post has been reported by x,y,z" from your follows.
that 2nd method, reporting a post; this is not a function available in Primal? seems to be adopted by Amethyst but I cannot find this in Primal.
sigh.
There's almost no point of muting a user if you see them spamming all over your notifications.
