How would that even work? It would either have to be a protocol change, or individual clients would need to agree to implement this.
Just my thoughts on trying to figure out the spam accounts, build genuine connections.

The way to do it is through education, not restriction. The nice thing about Nostr is that you can do whatever you want. But what they do should be an informed decision and the client they use plays a role with informing them.
