I don't understand how this feature works
For viewing and creating highlights there is NIP-84.
For quoted highlights, see the link I provided.
For comments + highlights of a web page - in the case of iOS app Damus these take place via highlight iOS extension.
The latter provides a fun way to bring external to nostr content (a typical critique of nostr content is that it is the same).
The former two improve interoperability.
