Doesn't a repost/retweet send to all my relays as well?
Yes, but the difference is that a repost is saying "I want this to be on my timeline in my name" and a broadcast is just spreading the event to more relays as is.
A broadcast is simply spreading information as-is without involving your identity in any way.
I think it does but the key distinction here is that you can broadcast a note that you didn’t repost
