You would get a lightning invoice from the guy that wants EUR cash. The btc seller will receive euros in his strike account (I just tested this). The robosats order is released and the BTC buyer get gets BTC over lightning.

Yes but the BTC purchase is not registered in strike, you just spend some cash deposited from your bank. Like sending fiat from your bank account for a p2p btc purchase.

Do you think it would also work if the buyer if the buyer was in the EU and the seller in the US, or vice versa?

I was asking that question to Jack, what happen if I send a LN ‘EUR invoice’ to a USD strike user and they pay it. I will probably ‘receive it as EUR’, they could pay the ln invoice from both their Bitcoin stack or use the Cash tab in Strike, then it would be deducted from their USD account (using btc/usd exchange rate)

Yes have to use the receive by LN invoice on the Cash tab. It seems to add some metadata to tell Strike to convert the btc to EUR when received... If you use the strike LN address you'll just get Bitcoin...

Interestingly the EUR LN invoice expires after 1 minute! It makes sense because of exchange rate fluctuations.
