No. "Compact" is older English for a treaty or agreement, or a written document.
I'm suspicious. But I'll admit I don't know everything. It seems peculiar but if we break down the word it does mean com (with) pact (agreement).

It was a very intentional word choice. They're referencing the compact theory of federalism (the federal government was created by the states) as opposed to the social contract theory of federalism (the federal government was created by the people).
