There is an exception IMO.

In a perfect libertarian country when a foreign state heavily subsidies an industry so they can sell their products at a loss in your country, that can be seeing as an attack, and tariffs must be set in place specifically to that product only.

Can be happening in the EV sector, China subsidizing really hard directly to the manufacturers, but the US is also doing it indirectly with the subsidies to the consumer.
