It was mentioned often in the past: We should not totally discount RAM while only charging for disk space.

Just like segwit gave a discount for prunable data on disk, bloating the utxo set should come at a premium and reducing the utxo set should warrant a discount.

A soft fork could limit the utxo set increase per block thus pushing miners to prefer consolitation transactions.

Robin Linus has a cool idea for a softfork that makes dust utxos have to proof they're in the utxo set in order to be spent, such that nodes can prune them.

At the cost of the little privacy that is left with BTC?

The point is to model the cost of a transaction according to the cost it imposes on the nodes as that makes it healthy. If you can make millions of UTXOs for free, then the incentives are not well aligned. If privacy has value, it should be just fair to pay for it, especially when it incurs a cost onto others.
