In that case, 1 option is Fongo Home Phone service, it's $4.95/month + tax. I've only used Fongo's free call app before, it's decent.

Another option is Ooma, they offer free* phone service: https://www.ooma.ca/home-phone-service/

*Free apparently comes w/ 911 fees, "regulatory fees" + tax

Please keep in mind, unlike traditional phone lines, VOIP services don't come w/ E911. Callers must tell operators the address. Ooma does but only to the registered address.
