A ignorant question: Are tariffs intended to attract companies to the US or to negotiate better deals with other countries ???
I’d say that the hope is both. But I don’t think it’s ever worked before.

I assumed he believes both, now…how ??
The idea is that if companies move their production to the states they can avoid tariffs and countries will still want to sell their products to Americans which will force them to reduce their own tariffs.
