I think no one has tried to write an antispam relay policy that just excludes notes from people that have been muted by others in the extended network of someone. It should be a pretty seamless addition to any of the current very public relays.

This would just be for the user based on their followers, not everyone using that relay.

So this would be for a users right to censoring their own experience, not the relay opereator censoring all notes (which they would have the ability to already on Nostr).
