Its the same with criminals and jail, they're is no incentives in jail to better your self or get educated , learn skills so that when you do get back out most just become repeat offenders because they can't survive without it, and end up back in jail, same cycle different pile. The question is, is the system broken? Or is it doing exactly what it was designed to do?
