The relay would need to parse and interpret all notes, retrieve referenced URLs, and assess the content of the image. Not impossible, given enough resources, but costs would be high.

This is the problem with centralized social media
The shit and the premium all gets bucketed together. Filtering is impossible and “community topics” is somewhat outdated and hard to mod without ridding democracy.
Irl, we get neighborhoods, communities, etc. Yes, it does require equity buy in, development, some sort of HOA or neighborhood association.
But theres physical boundaries and restrictions, which allow for subculture, which allows for choice.

How would a relay tell a difference between a meme and any other image ?

Formatting of what ? Computer knows different file types like .jpg .png and so on and properties of each pixel. If you want computer (relay) to understand that there is image +text in big bold letters you’d need to run a image recognition (AI) on that relay (or outsource it) which would increase the cost of running a relay significantly
