How do such custom emoji even work (in the programming sense)?

Does the iPadOS/iOS platform support some sort of custom emoji API and "font" handling? Are they encoded into some sort of reserved Unicode™ plane?

Where would I see the code specific to this functionality, or the docs to the features?
