For the past couple days this is all that shows up when I open Damus. Sometimes the feed populates as notes are posted, but I can’t see older notes. Any troubleshooting ideas?

I have to quit Damus, disconnect my vpn and then reconnect it, and then open Damus.
See the relays. It is possible that the Damus lost the relay settings. Or Damus can't connect to relays (e.g. firewall, adblocker can do this).
It looks like three of my four relays are working. 
eden.nostr.land and nostr.wine are paid relays, so you can't post on them til register. See: https://nostr.watch/relays/find#paid
On the other hand as I read here in #nostr 10 relays recommended at least (amd max 15 otherwise most mobil app lags).
BTW: 3 of your 4 relays are Canadian, it seems not so distributed geographically
