Even worse... that the security team didn't make job #1 to cover the rooftops preemptively. It's like they learned NOTHING from Butler PA. A single $1000 drone flying surveillance (said either Raiklin or Kyle Seraphin) would deter any idiot from even thinking about going up on a roof...or at least make him highly visible before he could get positioned. And Charlie would still be here. What a horrific thing to see.
I actually do not blame them as much. I do not think their budget was that big.
