happens all the time. offer price is frequently well below what we think of as “market”, but if liquidity is important to the seller (as it is to some) the discounted offer price doesn’t prevent the sale. seller values immediacy/convenience
like most spam, you just need a small percent to convert on a high value transaction

Yes.
In Poland they go further, they figured that older generation is more responsive to physical letters so they drop pieces of paper with handwriting (although copied on xerocopier) in mailboxes in the area with many old people saying they're a family looking to buy flat in the area. Had tons on them back at my place so they must be working.
