No kyc once usa finds out it will stop the services. Its the sad reality of the truth. Like i said in europe can be different.

These cards are dangerous because of this reason.

In the event that one does do the KYC, the gov knows your coins and can track them. Is it even possible to make them anonymous again?

Yes, KYC just means that the exchange you're using is gonna report to the I. R, S, you can easily break the chain of addresses you have, and they won't know, but they will be under the impression that you still hold that Bitcoin.

How would one break the chain. Sending it to a new wallet from the exchange will leave a mark so I can't even conceive how

Play with lightning network and also some btc wallets have this thing called silent payments. There are multiple ways to break the chain. But not break how much the exchange tells the irs.

I was close. But, I am curious about the extend they use KYC (if there are any way to circumvent this).

nokyc.cards (looks pretty heavy on fees)

bank.arkfi.io (less fees)

It would be nice with a follow-up, if you succeed in getting a card. I live in the EU and is also looking for a path to an anonymous CC.
